The collection is comprised of 28.5 linear ft. of papers created and collected by community and civil rights activist Joyce Moore Turner between 1956 and 1993. The geographic coverage is primarily Suffolk County, New York and the subject matter includes the activities of the Task Force on Hospitals and Related Services, the South Brookhaven Health Council, the Nassau-Suffolk Comprehensive Health Planning Agency, and the Nassau-Suffolk Health Systems Agency. Materials include reports, grant applications,meeting minutes, and files from the Suffolk County Economic Opportunity Commission.

Historical Note
Joyce Moore Turner was born in Harlem, New York in August 1920 to Richard B. Moore, who came to New York from Barbados in 1909, and Kathleen James, who came to New York from Jamaica in 1914. 

A graduate of Hunter College, Turner taught home economics at Brentwood High School for one semester and became the head of the home economics department, and then was a school administrator for the Brentwood Union Free School District. She was also involved in numerous organizations throughout her life including the Suffolk County, New York Task Force on Hospitals and Related Services, the South Brookhaven Health Council, the Nassau-Suffolk Comprehensive Health Planning Agency, and the Nassau-Suffolk Health Systems Agency. She served as chairperson of the Suffolk County Economic Opportunity Commission and acted as a coordinator for the Suffolk County branches of the NAACP. In addition, she served as a consultant with the American Red Cross and the Tuberculosis and Health Association of New York. 

Personal statement of Joyce Moore Turner:
"I was appointed by William F. Phelan, Executive Officer of BOCES, when the Nassau-Suffolk Comprehensive Health Planning Council was established in March 1972 and served until August 1989 when I resigned. During that time I served as chairperson of the Committee on Minority Enrollment 1976-1977, chairperson of the Planning Committee 1982-1986, Vice-President 1982-1986 and President 1986-1988. During 1987-1988 I represented the local councils of the Nassau-Suffolk Region on the New York State body referred to as TALCOVE (The Association of Local Councils on Vocational Education).

In 1979 President Jimmy Carter set in motion a series of regional, state and national conferences focusing on families. I served on the Nominating Committee for the Long Island Region and as a delegate to the regional meeting held January 20, 1980 at Stony Brook, the state meeting held in Baltimore June 5-7. (The other national meetings were held in Los Angeles and Minneapolis).

The organization was initiated in October 1980 when 32 individuals representing industry and education were nominated to serve on the board. The organization had developed as a result of concerns delineated by a sub-committee of the Long Island Action Committee. The first meeting was held March 12, 1981 and I served from that time until I resigned January 21, 1985. I was elected Treasurer and served April 1982 to November 1983. In 1985 RITEC merged with LIFT (Long Island Forum for Technology). I resigned in January 1985 at the time of the merger.

I have been a member of the Board of the Foundation since September 1975, serving as chairman of the Nominating Committee in 1986 and Secretary 1985 to 1989. I continue on the Board but not the Executive Committee."

Before her father’s death in 1978, Turner began conducting research and developing a collection of his writings. In 1988, she published Richard B. Moore, Caribbean Militant in Harlem, which she edited along with her husband, W. Burghardt Turner, who was a professor of American history at Stony Brook University. In 2005, and with the assistance of her husband, she also published, Caribbean Crusaders and the Harlem Renaissance about the communist and socialist movements during the 1920s and 1930s, and the Caribbean radicals who participated in them. She and her husband had three children; Mitchell, Sylvia, and Richard.
